RFQ - Grand Forks Downtown Gateway and Greenway Project Phase I

Background
The City of Grand Forks is initiating the Downtown Gateway and Greenway Project Phase I, aimed at enhancing the downtown area located on the South side of Demers Avenue near the Red River. This project is part of a larger flood protection system established over 20 years ago. In 2022, an architect was hired to create a master plan for future design and construction, which incorporated public input through surveys and meetings. The City has secured a grant from the Outdoor Recreation Legacy Partnership (ORLP) Program to support this phase of the project.

Work Details
The scope of services includes:
- Project, Budget, Schedule and Client Management
- Design, Planning and Project Specifications Development
- Coordination with agencies such as the U.S. Army Corps of Engineers and State Historical Preservation Society
- Production of Construction, Permitting and Bidding Documents
- Attendance at City Council Meetings as required
- Construction Observation and Administration
- Project Closeout.

Phase I will focus on creating ADA access for connecting trails throughout the park, constructing a monument for public gathering, developing a nature promenade for relaxation by the river, building a park shelter for events, and establishing an outdoor play area featuring slides, bouldering structures, and ropes.

Period of Performance
Phase I Plan Design will occur from January 2025 through December 2025. Coordination with USACE and Environmental Documentation will take place from Winter 2025 through Fall 2025. Phase I Construction is scheduled from Spring 2026 through Winter 2027; the project is expected to open to the public in 2027.

Place of Performance
The contract work will be performed in Grand Forks, ND, specifically in the Greenway downtown area near Demers Avenue.
