Description

The department is seeking a Newborn Screening Long-term Follow-up (NBS LTFU) Consultant to provide support regarding the Health Resources and Services Administration (HRSA)-24-052 Cooperative Newborn Screening System Priorities Program (NBS Co-Propel) Grant.
Background
The State of North Dakota, through its Department of Health and Human Services, is seeking a Newborn Screening Long-term Follow-up (NBS LTFU) Consultant to support the Health Resources and Services Administration (HRSA)-24-052 Cooperative Newborn Screening System Priorities Program (NBS Co-Propel) Grant.
The goal is to enhance the Newborn Screening and Follow-up program in North Dakota.

Work Details
The consultant will provide the following services:
- Assist with the implementation of the Newborn Screening project to meet HRSA-24-052 Grant goals.
- Serve as a Subject Matter Expert (SME) providing technical assistance in family and provider engagement, training, education, content design, implementation, quality improvement, and evaluation related to newborn screening.
- Identify and evaluate gaps in current Newborn Screening education and delivery methods for expectant/new parents and delivery providers.
- Develop an educational plan targeting expectant parents to reduce newborn screening refusals.
- Develop and disseminate North Dakota-produced Newborn Screening educational resources including condition-specific materials.
- Attend routine virtual team meetings and in-person meetings as needed.
The contractor must have a background in genetics with at least 10 years of experience in newborn screening.

Period of Performance
The contract period is from October 1, 2024, through June 30, 2025, with options for annual renewal for three additional years contingent upon federal funding availability and satisfactory project completion.
Renewal periods are July 1, 2025 - June 30, 2026; July 1, 2026 - June 30, 2027; July 1, 2027 - June 30, 2028.

Place of Performance
The services will be performed primarily in North Dakota.
