Website Redesign Services for Educational Institution

Background
The College of The Albemarle (COA), established in 1960, is the oldest comprehensive community college in the North Carolina Community College System, serving seven counties. The agency seeks to modernize its website to enhance usability and accessibility for students, faculty, staff, and the community. The goal is to create a user-friendly, modern, mobile-optimized, and ADA-compliant website that aligns with COA's mission of providing accessible education and workforce training.

Work Details
The contract involves the redesign and redevelopment of COA's website. Vendors can submit proposals for two types of services: Consulting and Design (where the vendor provides both consulting services and executes the redesign) or Design Only (where COA manages the project while the vendor executes the design). Proposals must include pricing for a Turnkey solution (full design, implementation, and content transfer) or COA-assisted implementation (where COA staff participates in content transfer). Specific requirements include:

- Mobile-first responsive design
- ADA compliance with WCAG 2.1 Level AA standards
- Intuitive navigation structure for key user groups
- Easy-to-use CMS with role-based permissions
- Secure cloud-based hosting with 99.9% uptime
- Integration capabilities with existing systems like student information systems and CRMs
- Regular updates and ongoing support post-launch.

Period of Performance
The contract will have an effective date as specified in the Notice of Award, lasting one year with an option to extend for four additional one-year periods at the State's discretion.

Place of Performance
The work will primarily be performed at the College of The Albemarle campuses located in Edenton, Elizabeth City, Manteo, and Barco, North Carolina.

Bidder Requirements
Vendors must comply with North Carolina Data Security & Privacy Regulations and demonstrate adherence to security specifications including Multi-Factor Authentication (MFA) and Role-Based Access Control (RBAC). Vendors are required to provide a completed Vendor Readiness Assessment Report at offer submission. Additionally, vendors must have relevant certifications such as SOC 2 or ISO 27001. Offers must be submitted electronically through the NC E-Procurement system.
