The Town may award a contract or contracts to one or more firms based on the selected specialization, geographic area, and funding availability. The Town reserves the right to procure the services described in these solicitation documents from other firms at its sole discretion. This initiative aims to develop a vibrant, mixed-income, mixed-tenure housing and mixed-use community, promoting inclusive growth, housing diversity, and long-term neighborhood sustainability.
The planning process includes a comprehensive evaluation of the site to address transportation access, transit connectivity, compatibility with existing residential development, and the broader impact on the surrounding community.
Work Details
The selected firm will be responsible for providing planning services that include:
- Land use planning primarily for housing development;
- Community and stakeholder outreach and engagement, particularly with non-English speaking populations;
- Analysis of existing water, sewer, and stormwater infrastructure;
- Urban design and placemaking strategies;
- Environmental conditions analysis;
- Transportation conditions and capacity analysis;
- Traffic engineering and modeling;
- Market analysis and development economics.
The firm will also produce technical documents, memoranda, analyses, plan graphics, final report text and recommendations, and assist in leading public meetings/charrettes.
Period of Performance
The anticipated timeline for the project includes a public kickoff on July 15, 2025. The RFQ process begins with release on April 22, 2025, with proposal submissions due by May 22, 2025.
Place of Performance
The contract will be performed in Apex, North Carolina at the Hughes Street Site.
Bidder Requirements
Firms must demonstrate experience with similar projects and provide qualifications including team organization and certifications. Proposals should include a cover letter, firm background information, stakeholder engagement methods, project understanding and approach, team qualifications including resumes of assigned personnel, and rate schedules for all personnel involved in the project.
