RFP: Tennis, Basketball, Pickleball Courts - Resurfacing

Background
Carteret County Government is seeking proposals to repair and resurface three tennis courts, one basketball court, and one pickleball court at Western Park, located at 275 Old Hwy 58, Cedar Point NC 28584.
The goal of this contract is to enhance the recreational facilities available to the community by ensuring that these courts are safe and usable for public enjoyment.

Work Details
The contractor shall perform the following tasks:
1. Repair and resurface three all-weather tennis courts (approx. 23,058 SQ FT), one basketball court, and one pickleball court (approx. 5,490 SQ FT).
2. Prepare courts for new surface by cleaning and scraping all loose material, dirt, foreign matter, and debris.
3. Power wash all areas to ensure proper bonding of acrylic surfacing.
4. Remove vegetation from cracks using pressure washing, manual removal, and treatment with a broad-spectrum herbicide containing glyphosate.
5. Patch structural cracks in asphalt using an acrylic patch binder material; feather and sand repairs to be even with adjacent surfaces.
6. Patch depressions holding more than 1/8” of water using acrylic patch material after proper drying conditions are met.
7. Apply a minimum of one coat of sand fortified acrylic resurfacer followed by two coats of sand-filled color resurfacer on all tennis courts.
8. Layout and paint two coats of 2” wide playing lines on tennis courts conforming to U.S.T.A specifications.
9. Replace & install tennis posts and nets on all three courts.
10. For the basketball court: apply two coats of acrylic resurfacer and paint lines conforming to standard regulations.
11. For the pickleball court: apply two coats of acrylic resurfacer and paint lines according to USAPA regulations.
12. Clean job site post-completion and dispose of debris appropriately.

Period of Performance
The contract work is expected to commence upon issuance of a written order from Carteret County and must be fully completed by June 7, 2025.

The work will be performed at Western Park located at 275 Old Hwy 58, Cedar Point NC 28584.

Bidder Requirements
Contractors must provide a W-9 form along with current Certificates of Insurance for public liability, property damage, and Workers’ Compensation with Carteret County Government listed as additionally insured.
