RFI for Enterprise Resource Planning (ERP) System and Implementation Planning

Background
Union County, NC, through the Information Technology Department, is issuing this Request for Information (RFI) to gather current market information for an Enterprise Resource Planning (ERP) software system.

The ERP system aims to serve as a core business application for Financial, Budget, Procurement/Purchasing, Payroll, Human Resources, and other functions. The County provides a full array of services including public safety and utilities to its residents.

The current Munis/Tyler Technology solution is being evaluated for replacement to enhance operational efficiency.

Work Details
The RFI seeks information on the following:
- ERP software that meets the needs of Union County in finance, budget, procurement, payroll, and human resources.
- Implementation services including project management, business process redesign, software configuration, testing, training, and post-implementation support.
- Technical delivery options such as hosted or cloud-based solutions.
- Functional scope requirements including general ledger management, accounts payable/receivable, payroll processing, procurement management, and human resources functionalities like applicant tracking and performance management.
- Integration capabilities with existing systems and elimination of shadow systems like Excel spreadsheets.
- Industry best practices for ERP implementation and integration strategies.

Period of Performance
The RFI submission deadline is March 5, 2025. The timeline for implementation will be discussed based on responses received and best practices shared by respondents.

Place of Performance
The contract will be performed at Union County Government Center located at 500 N. Main Street, Suite 709 Monroe, NC 28112.
