Craven County solicits your interest in providing Qualifications for legal services pertaining to tax foreclosures within Craven County, NC.Required Knowledge:Firms responding to the RFQ are expected to possess an in-depth understanding of the issues involved in tax foreclosures within the parameters of the law. Firms must be able to respond to the issues from the Owner in a timely and knowledgeable manner. In addition, firms must be able to demonstrate successful experience with the full range of issues involved in tax foreclosures and other legal matters of this type and/or complexity.Submission:Respondents shall submit 1 electronic copy in PDF format on thumb drive, and 5 hardcopies to this Request for Qualifications, addressing all items herein requested by no later than MAY 12, 2025, at 3 PM to: Craig Wilkie, Craven County Tax Foreclosure RFQ, Craven County Purchasing Agent, 406 Craven Street, New Bern, North Carolina, 28560. Background
Craven County, located in North Carolina, is soliciting qualifications from firms to provide legal services related to tax foreclosures. The goal of this contract is to ensure effective management and execution of tax foreclosure processes in compliance with applicable laws.

Work Details
The selected firm will be responsible for:

1. Initiating and conducting mortgage-style tax foreclosures as per NCGS ยง 105-374, with approximately 150 delinquent accounts assigned each year, potentially increasing over time.

2. Serving notices to all parties involved in the foreclosure process.

3. Completing title searches and filing complaints within six months of receiving delinquent accounts from the Tax Collector, unless special circumstances arise.

4. Scheduling property sales promptly after obtaining judgment.

The firm must demonstrate successful experience in handling similar legal matters and provide a detailed description of their approach to collecting delinquent property taxes, including hourly rates or fees associated with the foreclosure process.

Period of Performance
The contract will commence upon selection and is expected to cover a period that includes initiating foreclosures within six months of receiving files from the county. All foreclosure work is to be completed within 24 months from the vendor's start date.

Place of Performance
The services will be performed within Craven County, North Carolina.

Bidder Requirements
Firms must possess an in-depth understanding of tax foreclosure issues and demonstrate relevant experience over the last three years. They are required to submit an electronic copy in PDF format on a thumb drive and five hard copies of their qualifications by May 12, 2025, at 3 PM. Additionally, firms must comply with all North Carolina laws regarding mortgage-style property tax foreclosures.
