Request for Proposals for Automated Parking Guidance Systems in Downtown Cary

Background
The Town of Cary is seeking qualified manufacturers to provide and install Automated Parking Guidance Systems (APGS) to monitor parking availability at various locations in Downtown Cary, including the Walnut Street Deck, Town Hall Deck, Cedar Street Deck (opening in 2025), Academy Street Deck (opening in 2026), and the Old Library Site open surface lot.

The initiative aims to address the anticipated growth in public parking inventory as Cary develops more parking structures and responds to increasing demand for parking in the Downtown area.

Work Details
The contract includes the provision of all materials, labor, equipment, services, and training necessary to furnish and install a fully integrated online, real-time Single Space Monitoring Automated Parking Guidance System (APGS).

The base bid must include a Camera-based License Plate Recognition (LPR) system for monitoring both covered and uncovered parking spaces. Additional options may include:
1. LED lights above each covered space to indicate availability.
2. Ultrasonic or LIDAR monitoring options.
3. Hosting APGS software in a virtual environment at the Town's data center.

The system will monitor individual parking spaces and communicate availability through electronic signs and the Town’s website. It will also provide real-time occupancy status using colored LED indicators for different types of spaces (e.g., regular, EV, ADA). The proposal must include detailed specifications for all hardware components such as detectors/sensors, LED indicators, networking components, power/control cabinets, server requirements, and signage.

Period of Performance
The contract will have an initial term of up to five years from the date of contract award, with an option for two additional one-year renewals at the Town's discretion.

Place of Performance
The work will be performed at various locations throughout Downtown Cary including Walnut Street Deck, Town Hall Deck, Cedar Street Deck (opening in 2025), Academy Street Deck (opening in 2026), and the Old Library Site open surface lot.
