Paving Project

Background
The County of Moore, North Carolina, is issuing an Invitation for Bids (IFB 2025-02) for a paving project aimed at enhancing the infrastructure managed by the County's Property Management Department.

The project is intended to repair, replace, and grade asphalt surfaces in accordance with North Carolina Department of Transportation (NCDOT) specifications. The goal is to ensure safe and accessible roadways within the county.

Work Details
The scope of work includes the following tasks:

1) Surface Preparation: Ensure no visible ruts, holes, or large rocks on the surface; remove and repair soft areas and cracks after milling; raise any water or sewer caps as needed.

2) Weather Limitations: No bituminous material shall be applied during rainy weather or when surface moisture prevents bonding.

3) Heating and Application of Bituminous Material: Proper heating methods must be used; a curing period of 24 hours may be required between applications.

4) Preparation and Application of Cover Aggregate: Ensure cover material is dry for proper bonding; apply asphalt surface coat followed by cover aggregate without delay.

5) Maintenance of Surface: Maintain the surface for three days post-application; redistribute displaced cover material daily.

6) Traffic Control: Maintain access to parking areas during construction. Measurement will be based on weight in tons for bituminous materials and cover aggregate delivered to the site. Payment will be made based on agreed terms including items such as asphalt for base coat, prime coat overlay, excavation, grading, hauling, curb repair, and striping.

Period of Performance
The contract performance period begins upon award and extends until all work is completed satisfactorily. Specific milestones include a mandatory pre-bid meeting on February 18, 2025, and a bid submission deadline on March 11, 2025.

The work will take place at Moore County Office Park located at 703 Pinehurst Ave., Carthage, NC 28327.
