Background
The City of Durham, NC is issuing a Request for Proposals (RFP) to select a firm to manage and operate the GoDurham ACCESS demand response services.
The GoDurham ACCESS service provides curb-to-curb ADA paratransit service for eligible residents within the city and surrounding areas.
The service operates from 5:30 AM to 12:30 AM Monday-Saturday and 6:30 AM to 9:30 PM on Sundays or holidays.
The contract aims to enhance mobility services for Durham residents, including the operation of Microtransit services in designated zones.

Work Details
The selected contractor will be responsible for a full turnkey on-demand mobility services operations contract, which includes:
1. Provision of key staff and vehicle operations.
2. Vehicle maintenance and safety compliance.
3. ADA customer eligibility certification and customer call center operations.
4. Data collection and reporting, including fare collection if applicable.
5. Implementation of a mobility broker software-as-a-service platform for trip planning, booking, assignments, billing, optimization, and customer support.
6. Marketing, branding, and travel training support functions.
7. Deployment of shared-ride services in defined microtransit zones with proper trip pairing based on rider profiles.
8. Compliance with all ADA requirements.

Period of Performance
The initial term of the contract will be five (5) years with two (2) one-year extension options, totaling seven (7) years.

Place of Performance
Services will be performed within the City of Durham and surrounding areas where GoDurham ACCESS operates.
