Invitation for Bids: Uniforms Contract for North Carolina State Parks

Background
The Department of Natural and Cultural Resources of North Carolina, representing the Division of Parks and Recreation, is seeking a qualified vendor to supply newly manufactured uniforms on an as-needed basis. This initiative stems from the Division's adoption of uniform specifications established by the National Park Service in 1986. The goal is to ensure that staff are equipped with high-quality, durable uniforms suitable for various activities including law enforcement, educational programs, and emergency response.

Work Details
The contract requires the vendor to furnish and deliver uniforms that meet specific quality standards suitable for outdoor use. Key requirements include:
- Guarantee consistency in colors within 5% of the Division’s current uniform colors (Black, Forest Green, Nickel Grey).
- Maintain rigid control over size scales and avoid irregular merchandise.
- Provide specific female items instead of altered male items.
- Establish warehousing capabilities for stocking over 60 individual items in all sizes for both sexes.
- Deliver items Free-On-Board (FOB) Destination within specified timeframes: 30 days for frequently ordered sizes (S-XL), 60 days for less frequently ordered sizes (XS, XXL), and 90 days for special sizes (6XL and up).
- Include manufacturer’s standard warranty with bids.
- Provide a signed statement from the manufacturer confirming authorization to distribute products.

Period of Performance
The contract will have a term of three years starting from the date of final contract execution. The State reserves the right to extend this term after the last active period.

Place of Performance
The uniforms will be delivered to various locations within the State of North Carolina as specified in individual purchase orders.
