Invitation for Bid: Grain Straw Mulch Supply and Delivery

Background
The North Carolina Department of Transportation (NCDOT) is issuing this Invitation for Bid (IFB) to establish an Agency Contract for the supply and delivery of Grain Straw Mulch.

The mulch is essential for various environmental purposes, including weed suppression, moisture retention, and soil enhancement. The intent of this solicitation is to award an Agency Specific Contract to qualified vendors who can provide high-quality grain straw mulch that meets the specified requirements.

Work Details
The contract requires the vendor to supply and deliver industry standard #1 grade Grain Straw Mulch. Key specifications include:
- Bales must be dry, rectangular, weighing between 32 to 45 pounds, bound with bailing twine (wire bound bales are not accepted).
- Bales must be free from excessive noxious weeds as defined by the North Carolina Department of Agriculture (NCDA).
- Compliance with all applicable State and Federal plant pest quarantines is mandatory.
- Delivery locations include NCDOT Division 7 Roadside Environmental at 333 Prison Camp Road, Graham, NC 27253 and 225 County Home Road, Reidsville, NC 27320.
- Delivery must occur within thirty (30) consecutive calendar days after receipt of purchase order. The vendor is responsible for off-loading and stacking the mulch during specified hours.
- All shipments must be accompanied by certified weight tickets indicating gross and net weights.

Period of Performance
The initial term of the contract will be three (3) years from the date of final contract execution.

Place of Performance
The geographic locations for delivery are within North Carolina at two specified NCDOT Division 7 sites: Graham and Reidsville.
