Background
The University of North Carolina System is a public, multi-campus university dedicated to serving North Carolina and its people. It encompasses 17 diverse constituent institutions and other educational, research, and public service organizations. The University aims to discover, create, transmit, and apply knowledge to address societal needs through instruction, research, and public service.

The University seeks proposals for consultants in all areas of Human Resources to assist the Division of Human Resources with various HR issues affecting approximately 50,000 permanent employees across its campuses. The goal is to enhance institutional messaging and design effective HR communications that align with the university's branding.

Work Details
The selected consultants will provide services in the following areas:
1. **Human Resource Consulting**: Addressing compensation, classification, benefits, talent management, performance management, leave programs, reward and recognition programs, HR shared service models, communications, and employee relations.
2. **Communication Strategy**: Developing a university-branded communication strategy that blends written communications with technology to improve user experience for all constituencies served by UNC. This includes creating handbooks, policies, new employee materials, annual enrollment communications, and user manuals.
3. **Benchmarking**: Providing benchmarking against relevant market factors for each campus to ensure effective talent attraction and retention strategies.
4. **Compliance Updates**: Keeping the University informed about new developments in federal law and best practices in a university environment.

Period of Performance
The contract will have an initial term of three (3) years starting from the date of final contract execution. There is an option for renewal for up to three additional one-year terms at the discretion of the State.

Place of Performance
The services will be performed at various locations across the University of North Carolina's 17 campuses and affiliated entities throughout North Carolina.
