Hot Applied Joint Sealer Procurement - TJK-02122025

Background
The North Carolina Department of Transportation (NCDOT) is issuing this Invitation for Bid (IFB) to procure Hot Applied Joint Sealer. The purpose of this solicitation is to obtain pricing from qualified vendors for the supply of this product, which must be listed on the NCDOT Approved Products List (APL).

The intent is to establish an Agency Specific Term Contract with the selected vendor.

Work Details
The contract requires the vendor to supply 250,000 pounds of Hot Applied Joint Sealer that conforms to ASTM D6690 and is listed on the NCDOT APL. The product must not contain silica and must be accompanied by a Type 3 material certification for each lot supplied.

Delivery must be made Free-On-Board (FOB) Destination within ten (10) calendar days after receipt of order. The vendor is also responsible for providing a copy of the manufacturer's standard warranty upon request.

Period of Performance
The initial term of the contract will be three (3) years, starting from the date of final contract execution, with potential extensions subject to mutual agreement.

Place of Performance
Delivery locations will be within the State of North Carolina as specified in individual purchase orders.

Bidder Requirements
Vendors must be registered in good standing with North Carolina's Electronic Vendor Portal (eVP). They are required to complete and return several attachments including HUB Supplemental Vendor Information, Certification of Financial Condition, and Location of Workers Utilized by Vendor.

Vendors are encouraged to meet or exceed a goal of 10% utilization of diverse firms as subcontractors.
