Design Build: Camp Tekoa Dam Rehabilitation & Stormwater Management Project

Background
The Henderson County Soil and Water Conservation District is issuing a Request for Qualifications (RFQ) for the Camp Tekoa Dam Rehabilitation and Stormwater Management Project.

The project aims to rehabilitate a high hazard dam located at Camp Tekoa, which is over 50 years old and currently has a malfunctioning primary outlet. The dam rehabilitation will ensure compliance with North Carolina Dam Safety Law while also implementing stormwater management measures to improve resilience in adjacent areas. The County seeks to complete this project efficiently and within budget, with a completion deadline of April 1, 2028.

Work Details
The selected design-build team will be responsible for: conducting site investigations (including surveys and geotechnical investigations), drafting engineering designs and plans for the dam rehabilitation and stormwater management, preparing necessary site plans, developing a preliminary construction cost estimate, attending coordination meetings, securing all required permits, preparing construction documents, providing construction administration services including weekly site observations, and delivering as-built documents upon project completion.

The total project budget is $3,780,000.

Period of Performance
The anticipated schedule includes issuing the RFQ on December 4, 2024; a pre-bid site visit on December 19, 2024; submission deadline for qualifications by January 9, 2025; selection of the design-build firm by February 4, 2025; contract negotiations completed by February 19, 2025; contract approval by March 3, 2025; notice to proceed by March 14, 2025; with substantial completion expected by April 1, 2028.

The work will be performed at Camp Tekoa located at 211 Thomas Road, Hendersonville, NC.
