This event is to secure a firm price for a three year contract for Background Checks for the Human Resources Department contained in the line details and specifications. This event is to secure a price for the services contained in the attachments. Although the City tries to maintain continuous access to the GePS website, service may be interrupted. Therefore, suppliers are encouraged to submit bids 24 hours before the event closes.
Background
The City of Greensboro is seeking proposals from qualified contractors to provide background check services for the People & Culture Department (formerly Human Resources).
The goal is to establish a reliable and comprehensive system for conducting criminal record checks on potential employees, ensuring compliance with legal requirements and maintaining the integrity of the hiring process.
The contract will be for a three-year term, beginning approximately on March 1, 2025, and ending on February 28, 2028.

Work Details
The contractor will provide a comprehensive criminal record check system capable of checking state and federal courts across all fifty states. Services include:
- Conducting checks for misdemeanors and felonies, covering convictions and charges as appropriate.
- Performing checks based on the employee's home residence(s) for a minimum of seven years or since the employee turned eighteen.
- Providing a consent form that meets legal requirements prior to conducting background checks.
- Collecting necessary information from employees including full name, previous names, Social Security Number, date of birth, race, sex, residence history, and current driver's license numbers.
- Submitting requests via a secure electronic connection and delivering results directly to designated City officials.
- Providing explanations for any jargon or acronyms used in reports.
- Standard checks will include state and federal criminal background checks, address verification, social security checks, and sex offender registry checks.
Additional optional checks may include credit checks, employment verification, educational verification, driving records, etc.
The contractor must ensure timely responses within three workdays for standard requests.

Period of Performance
The contract period will be three years from the date of award, specifically from March 1, 2025 to February 28, 2028.

Place of Performance
The services will be performed in Greensboro, North Carolina.
