Background
The North Carolina State Health Plan for Teachers and State Employees is seeking proposals for Actuarial, Analytical, and Health Benefits Consulting Services. The goal of this solicitation is to award an Agency Specific Term Contract that will assist the Plan in managing its financial operations and health benefits programs effectively. The Plan operates under the Department of State Treasurer and serves over 750,000 members across various employing units in North Carolina.

Work Details
The selected vendor will provide the following services:

1. Actuarial and Analytical Services:
- Establish and update annual forecasts for Plan revenues, expenditures, and cash reserves.
- Assist in monitoring finances and determining annual premium increases necessary to meet projected expenses.
- Enable the establishment of a budget that maintains solvency within state budgeting parameters.
- Conduct additional financial analyses as required by the Plan and Board of Trustees.

2. Health Benefits Consulting Services:
- Assist with strategic planning, program development, contract procurement, and benefit design and management.

Period of Performance
The contract will have an initial term of 43 months starting from June 1, 2025, to December 31, 2028. There is an option for two additional one-year renewals at the discretion of the Plan.

Place of Performance
Services will be performed primarily in North Carolina, with potential requirements for on-site reviews or meetings as needed.
