ABC Software Solution for Tobacco Product Compliance and Regulation

Background
The State of North Carolina, through the Department of Public Safety and the North Carolina Alcoholic Beverage Control Commission (NCABCC), is seeking to develop a new software solution to track and regulate tobacco products. Currently, there is no comprehensive system in place for managing tobacco product regulation, including permitting, auditing, enforcement, and compliance. Legislative changes such as the Tobacco 21 policy may expand NCABCC's responsibilities, necessitating a modern solution that integrates with existing systems and tracks permits, funds, and compliance data.

Work Details
The software solution must include:
1. Facilitation of permitting processes for tobacco vendors with tracking capabilities.
2. Support for auditing workflows to ensure compliance with regulations.
3. Enablement of enforcement activities with legal case tracking specific to tobacco products.
4. Management of product regulation including tracking approved products and compliance status.
5. Provision of educational tools for training on tobacco sales and delivery.
6. Integration capabilities with current NCABCC and ALE systems for seamless data sharing.
7. Availability of APIs for future integrations as regulatory needs evolve.
8. Scalability to adapt to future regulatory changes and expansion to additional state sites while maintaining detailed tracking of permits and funds.

Period of Performance
Responses are due by May 20, 2025, with an estimated timeline for procurement, implementation, and full deployment expected to be within a reasonable timeframe post-selection.

Place of Performance
The contract will be performed in North Carolina, specifically involving the NCABCC's operations which may include Raleigh and other county locations.

Bidder Requirements
Vendors must provide detailed responses addressing system capabilities that meet business requirements outlined in Section 3.0 of the RFI. This includes examples of similar implementations for government agencies, compliance with NCDIT IT standards (security, accessibility), integration capabilities with existing systems, and a detailed cost breakdown including procurement, implementation, training, ongoing costs, and optional features.
