The City of Missoula (hereinafter referred to as the City) is a municipal corporation of the State of Montana and is accepting proposals from qualified firms for a Cemetery Management System (CMS). The City is investigating entering into a contract with a qualified and responsible firm and accordingly is furnishing herein a set of specifications by which such proposals shall be judged. Any firm (hereinafter called Vendor) desiring to furnish a quotation for such services shall submit a proposal according to the instructions and format of the attached Request for Proposal (RFP) documents. The City seeks a Vendor who has experience in partnering with municipalities to enhance their continued online capabilities and Cemetery Management. The Vendor must provide secure, cloud-based hosting services with 24/7/365 support. The partnership between the selected vendor and the City will enhance the current online presence, engage citizens and allow the City to maintain and upgrade the historic data that is registered with the Missoula Historical Preservation Commission and which serves Missoula, Montana.

Work Details
The selected vendor will provide a comprehensive CMS that includes:
- Project Management & Implementation: A professional project team will oversee the implementation, develop a project management plan, communicate effectively, supply a detailed timeline, and migrate existing data.
- Training: In-depth training services for City staff on CMS functionality and best practices.
- Continuing Services: Ongoing technical support including U.S.-based live support available through multiple channels; self-service training resources; system maintenance including updates and backups; secure cloud-based hosting with 99.9% uptime; daily malware scans; disaster recovery processes; and at least 100GB storage.
- Functionality Requirements: The CMS must include financial tracking for plot sales, customer information management, advanced record management capabilities (including customizable fields), operational tracking for maintenance activities, GIS mapping integration, public-facing tools for grave searches, mobile accessibility for staff, and technical features such as user access controls and audit trails.
Period of Performance
The anticipated contract award date is March 19, 2025. The contract execution date is expected to be April 1, 2025. Specific performance timelines will be negotiated with the selected vendor.

The services will be performed in Missoula, Montana.
