Background
The Jackson County Utility Authority is seeking bids for a Unit Price Project for Miscellaneous Utility Borings. This project aims to address the need for water and sewer utility borings due to emergency conditions, maintenance of existing systems, and expansion of those systems. The contract will be partially funded by the Mississippi Department of Environmental Quality (MDEQ) through the Mississippi Municipality and County Water Infrastructure Grant (MCWI) Program.

Work Details
The scope of work includes various utility boring services, specifically:
1. Clearing and grubbing (1 acre).
2. Directional boring with HDPE pipes in various sizes and depths:
- 2-IN HDPE (300 LF at 3' to 10' depth and 300 LF over 10' depth),
- 3-IN HDPE (300 LF at both depths),
- 4-IN HDPE (300 LF at both depths),
- 6-IN HDPE (300 LF at both depths),
- 8-IN HDPE (300 LF at both depths),
- 10-IN HDPE (300 LF at both depths),
- 12-IN HDPE (300 LF at both depths),
- 16-IN HDPE (300 LF at both depths).
3. Additional directional boring on grade for various sizes:
- 4-IN, 6-IN, and 8-IN HDPE (100 LF each at both depths).
4. Jack & Bore with steel casing for larger sizes:
- 10-IN, 12-IN, 16-IN, 20-IN, 24-IN, 30-IN, and 36-IN (100 LF each).
5. Mobilization/Demobilization costs are set at 5% of work total.
6. A Performance & Payment Bond is required at a rate of 1.5% of work total.

Period of Performance
The contract will commence upon award and is expected to be completed within a timeframe that aligns with the needs outlined in the scope of work.

Place of Performance
The work will be performed in Jackson County, Mississippi.

Bidder Requirements
Bidders must have a Certificate of Responsibility Number if their bid exceeds $50,000. Nonresident contractors must provide information regarding their state's treatment of nonresident contractors as per Mississippi law. Bidders are encouraged to include minority and women-owned business enterprises as subcontractors.
