Statewide Election Management Systems (SEMS) Application Software Maintenance and Support Services

Background
The Mississippi Secretary of State (MSOS) is seeking to continue support, enhancements, and service for the existing Statewide Election Management Systems (SEMS) application software. This initiative aims to ensure the ongoing functionality and reliability of the SEMS, which has been in operation since 2005 as part of the Help America Vote Act (HAVA) initiative.

The SEMS serves as the voter registration system for all 82 counties in Mississippi, providing comprehensive functionalities including voter roll maintenance, election management, and interfacing with various state departments.

Work Details
The contract will encompass maintenance and support services for the SEMS application software, third-party software, hardware, database management, hosting services, and user Help Desk support. Specific tasks include:
- Ongoing enhancements to the SEMS application software.
- Maintenance of third-party software integrated with SEMS.
- Management of hardware and database systems supporting SEMS operations.
- Provision of hosting services across two data centers located in Jackson and Hillsboro, Oregon.
- User Help Desk services to assist county users with system access and functionality issues.

The vendor must also ensure compliance with security protocols and provide timely updates and patches to maintain system integrity.

Period of Performance
The contract is expected to be a multi-year support level agreement (SLA), commencing upon award and continuing for a duration specified in the final agreement.

Place of Performance
The services will be performed primarily at two data centers located in Jackson, Mississippi, and Hillsboro, Oregon.
