Request for Qualifications for Grant Compliance Services for Mississippi Main Street Revitalization Funds

Background
The Downtown Tupelo Main Street Association is seeking qualifications for grant compliance services related to the Mississippi Main Street Revitalization Grant Program. This funding is allocated by the Department of Finance and Administration from the State of Mississippi under the American Rescue Plan Act of 2021. The goal of this contract is to ensure compliance with grant requirements while revitalizing downtown Tupelo.

Work Details
The contractor will provide grant compliance services and deliver specific products including:

- 89 marine acrylic pole banners with a custom design featuring the Downtown Tupelo Main Street Association logo.
- 77 marine acrylic pole banners with a Christmas holiday design.
- 77 marine acrylic pole banners with a Spring design.
- 77 marine acrylic pole banners with a July 4th design.
- 77 marine acrylic pole banners with a Fall design.
- 32 brackets with mast arms and mounting straps suitable for 22.5” width by 86.75” height pole banners.

Specifications for the pole banners include:

- Size: 22.5” width x 86.75” height, with 3” pockets on top and bottom, head-to-head printing, double lined rod pockets, double stitched on bottom, and two nickel grommets at top and bottom.
- Material: Sunbrella or Sunfield brand marine acrylic with a UV clear coating and a two-year warranty.

Period of Performance
The contract will be performed from the date of award until all products are delivered and compliance services are completed, specifically noted as not exceeding regulatory thresholds pursuant to federal guidelines.
