Improvements to Water System on Firetower Road in Kiln, MS

Background
The Kiln Utility and Fire District of Hancock County, Mississippi (Kiln) is seeking to improve the water system on Firetower Road, located west of Highway 603 and Roosevelt Necaise Road. The goal of this contract is to upgrade existing water service and implement other improvements in the area.

Work Details
The selected individual or firm will provide comprehensive engineering services that include:
- Surveying
- Preparation of documents and specifications for repairs, replacement, and upgrades to water distribution lines
- Distribution of bid documents
- Assistance in bid opening and preparation of bid tabulation
- Preparation of construction contracts
- Performance of construction administration including inspections, review and approval of contractor payment applications, and periodic reporting to Kiln.

The firm must ensure compliance with all applicable state and federal laws, regulations, and policies throughout the project lifecycle.

Period of Performance
The contract will be performed until project closeout, with statements due by 4:30 P.M. on May 14, 2025.

Place of Performance
The work will be conducted in Kiln, Hancock County, Mississippi.

Bidder Requirements
Qualified individuals or firms must submit sealed statements of qualifications. The evaluation criteria include:
- Overall understanding of water and sewer projects (40%)
- Staff qualifications (25%)
- Overall quality of the proposal (10%)
- Experience with water and sewer system design (10%)
- Geographic location of the firm along with availability of local engineers (15%).

DBE/MBE and/or WBE individuals/firms and Section 3 businesses are encouraged to submit statements.
