Contractor Needed for Orphaned Well Plugging and Site Restoration in Mississippi

Background
The Mississippi Oil and Gas Board (MSOGB) is seeking to retain an Orphaned Well Plugging Contractor to assist with the plugging, remediation, restoration, and reclamation of orphaned oil and gas wells located throughout the State of Mississippi.

The MSOGB has jurisdiction over the conservation of oil and gas and is tasked with ensuring proper plugging of orphaned and abandoned wells to prevent environmental hazards.

Work Details
The contractor will be responsible for:
1. Plugging, remediating, restoring, and reclaiming orphaned oil or gas wells in accordance with MSOGB regulations.
2. Furnishing all necessary labor, equipment, materials, transportation, communication tools, scaffolding, hoisting equipment, supervision, coordination, permits, sales taxes, shop drawings, and samples for timely completion of work.
3. Issuing notice to landowners at least fifteen (15) days prior to entry for operations related to the Orphan Well Program.
4. Coordinating with MSOGB engineers or contractors for proper sequencing of work.
5. Assessing and reporting any environmental hazards within twenty-four (24) hours of identification.
6. Supporting MSOGB in fulfilling federal requirements including reporting and outreach.

The contractor must also provide a detailed plugging plan for each well listed in Exhibit A along with a bid amount for each well.

Period of Performance
The estimated period of performance is tentatively scheduled to begin on or about December 4, 2024, and will last for one year from the date of execution of the contract.

Place of Performance
The contract work will be performed at various locations throughout the State of Mississippi as specified in Exhibit A.
