RFP2025-43 Recycling Drop-Off Services

Background
The City of St. Joseph, Missouri is seeking proposals from qualified vendors to provide transportation and sale of recyclable materials from the City’s recycling program located at 3405 South Belt Highway.
The goal of this contract is to enhance the efficiency and effectiveness of the City's recycling efforts, ensuring that recyclable materials are properly processed and marketed.

Work Details
The contractor will be responsible for providing all services and equipment necessary to collect, transport, process, and market recyclable materials collected at the City-owned recycling facility.
The proposal must address costs and revenues associated with the following items: newsprint, cardboard, magazines, number 1 and 2 plastics, glass, office paper, tin, aluminum, chip board style cardboard, and number 5 plastics.
Proposals should include a monthly summary of recyclables collected and detail how the vendor will pursue cost-effective market prices while sharing revenue with the City at agreed percentages.
Pickup service is required on Mondays and/or Tuesdays. The contractor must also provide a total cost for a month's operations based on an average month of recyclables handled.

Period of Performance
The initial contract period is two years following acceptance of the contract, with potential extensions for additional yearly periods upon mutual consent not to exceed five years total.

Place of Performance
The services will be performed at the City’s recycling program facility located at 3405 South Belt Highway, St. Joseph, Missouri.
