Background
The Jefferson County Clerk / Election Authority is seeking proposals for a comprehensive elections logistics and operations management system to enhance efficiency and improve workflows through modern, web-based technology.
Jefferson County, located in Hillsboro, Missouri, has a population of 227,771 and approximately 160,000 registered voters. The goal is to conduct a thorough evaluation of proposals to select a vendor that aligns with the county's operational needs.
Work Details
The contract involves providing a hosted Software as a Service (SaaS) solution that is web-based, secure, intuitive, and configurable by the County without vendor assistance. The solution must include features such as:
- Clear measurable staff time savings
- Automatic updates and seamless delivery of enhancements
- On-site training before and after the first election using the system
- General features including an intuitive interface, secure access with configurable user permissions, centralized database to eliminate duplicate data entry, and inclusion of all new releases in licensing at no additional cost.
Specific functionalities required include:
1. Election Judge Management: Assigning and tracking judge assignments by precinct, generating assignment reports, managing payroll.
2. Polling Place Management: Managing polling place agreements, sending reminders, generating contact lists.
3. Equipment & Logistics: Managing voting equipment and creating delivery routes.
4. Configuration & Communications: Configurable election parameters and auto-generating election cycles.
5. Election Workflow Management: Creating task templates for recurring operations, visual tracking of tasks, role-based visibility.
Period of Performance
The contract will be for one year with options for two additional one-year renewals upon approval from the County Council and County Executive. Full implementation must occur within two weeks of final contract approval.
Place of Performance
The services will be performed in Jefferson County, Missouri.
Bidder Requirements
Bidders must have a minimum of 10 years of experience in elections management software and provide contact information for at least two U.S. counties currently using their system. They must also submit proof of compliance with the Missouri Domestic Product Procurement Act and provide documentation affirming enrollment in the E-Verify federal work authorization program.
