Satellite Television Services for MCF-Rush City

Background
The Minnesota Department of Administration, on behalf of the Minnesota Department of Corrections, is seeking proposals for satellite or cable television services for the Minnesota Correctional Facility located at 7600 525th Street, Rush City, MN 55069. The goal of this contract is to provide comprehensive television services and support to MCF Rush City, including the installation, configuration, and maintenance of all necessary equipment.

Work Details
The Contract Vendor must provide satellite television services to MCF Rush City for 730 residential connections and up to 20 staff area connections. This includes:
- Installation and configuration of all necessary equipment.
- Maintenance of existing infrastructure and any additional equipment installed by the Contractor.
- Support for Closed Captioning (CC) and Secondary Audio Programming (SAP) signals across all transmission systems.
- Retaining current channel selections while adding local news channels and coverage for three Minnesota-based professional sports teams (NFL Vikings, MLB Twins, NBA Timberwolves).
- Providing six in-house channels through Cable Cast for faith, education, movies, general information, and health services.
- Ensuring seamless integration between Cable Cast and commercial TV services.
- On-site tech support within 72 hours of reported issues.
- Ability to update channel selections within three business days at no additional cost.

Period of Performance
The anticipated contract term is from June 1, 2025, to either July 31, 2027 (with an option to extend up to three years) or July 31, 2030 (with no option to extend).

The contract will be performed at the Minnesota Correctional Facility located at 7600 525th Street, Rush City, MN 55069.
