Background
The City of Golden Valley is a Plan B statutory City with a City Council/City Manager form of government. The City Council consists of a Mayor and four Council Members elected at-large, responsible for policy and legislative decisions. The City Manager manages staff and implements the Council's policies.

The City acknowledges historical disparities affecting Black, Indigenous, and People of Color communities and aims to transform local government to dismantle barriers and enhance opportunities for all residents. In 2022, the Pohlad Family Foundation awarded the City $250,000 for trauma and restorative training initiatives, specifically allocating $30,000 for these services.

Work Details
The contract requires a qualified organization to provide professional development initiatives related to restorative practices for public safety personnel. Key deliverables include:

1) Collaborating with the City to design and deliver layered training sessions between January 2025 and June 2025 that are dynamic and utilize various delivery platforms (in-person, small group, virtual). Training must reflect perspectives of public safety personnel and marginalized communities, including pre- and post-assessments.

2) Developing communications that explain the importance of this training in relation to public safety roles.

3) Ensuring attendees can apply de-escalation techniques, understand restorative practices, apply these practices in leadership development, identify community involvement opportunities, and adopt wellness techniques.

4) Assessing the short- and long-term impacts of training on public safety personnel.

5) Collaborating with the PEACE Commission to create tools for measuring community impact regarding restorative practices.

Period of Performance
The training must be planned and executed between January 2025 and June 2025.

Place of Performance
The contract will be performed within the City of Golden Valley, Minnesota.
