RFP for Enterprise Resource Planning Consultant Services

Background
Washington County, Minnesota, established in 1849, is the fifth most populous county in the state with a diverse population of approximately 262,748. The county has evolved from a rural farming community to an urban area over the last two decades. The County Board of Commissioners governs the county and provides a wide range of services including property tax administration, law enforcement, public works, and human resources.

The purpose of this RFP is to partner with an independent consultant to evaluate the county's enterprise needs and guide them through the selection process for a sustainable Enterprise Resource Planning (ERP) system.

Work Details
The selected contractor will assist Washington County in assessing its current ERP systems and determining future needs through several phases:
1. **Current State Assessment**: Conduct interviews and workshops to identify operational inefficiencies and summarize preliminary recommendations.
2. **Determine ERP Scope**: Assist in deciding if replacing the financial system is necessary based on cost and ROI estimates.
3. **Develop ERP Requirements**: Create detailed functional, technical, and operational requirements for system selection.
4. **Solicitation for Future System**: Help develop solicitation documents and facilitate vendor selection workshops.
5. **Implementation Preparation**: Assist with readiness assessments and recommend change management strategies.

Deliverables include a competitive solutions analysis, structured collaborative processes with staff, guidance on system selection processes, and prioritized documentation of needs.

Period of Performance
The contract period will commence on March 10, 2025, and conclude on December 31, 2025.

Place of Performance
The services will be performed at Washington County Government Center located at 14949 62nd Street North, Stillwater, MN.
