RFP for Construction Management Agent Services for the Park Grove Library Project

Background
Washington County is issuing this Request for Proposal (RFP) for professional Construction Management Agent Services (CMa) for the construction delivery of a new or renovated Park Grove Library project.

The library, located at 7900 Hemingway Avenue South in Cottage Grove, Minnesota, has become outdated and requires significant repair or renovation. The County aims to enhance community access and energy efficiency while ensuring the facility meets current programmatic needs.

A feasibility study is currently underway to guide the design process, which will be led by Alliance Architects.

Work Details
The selected CMa will provide a range of services including:
1. Project budget analysis, development, estimating, and tracking;
2. Agency coordination, permitting, and approvals;
3. Preconstruction services;
4. Value engineering and quality standards review;
5. Design review and schedule development;
6. Bidding services including bid analysis and recommendation;
7. Construction inspection and contract administration;
8. Management of final startup, testing, and occupancy;
9. Project closeout and warranty management.

Specific pre-construction tasks include plan reviews, preliminary estimates based on architectural documents, project scheduling, safety program recommendations, bidding document issuance, and community engagement participation.

Period of Performance
The project work will commence upon selection of the Consultant after the award of a contract with a completion date no later than January 2027.

Place of Performance
The contract will be performed at the Park Grove Library site located in Cottage Grove, Minnesota.
