RECS RFP Design Roofing Replacement, MCF-St.Cloud

Background
The Minnesota Department of Administration is seeking proposals for Design and Project Management Services to reroof and repair multiple roofs at the Minnesota Correctional Facility - St. Cloud, Minnesota. The project aims to ensure that those providing goods and services to the State are representative of Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities.

Work Details
The project includes designing repair as covered by insurance and complete reroofing systems selected during design. It involves replacing existing roof mechanical and possibly electrical or security equipment, assessing roof access and safety barriers, removal and replacement of security items including razor wire, potential relocation or redesign of interior court cages associated with interior yard access, addressing positive slope to drains, insulation upgrades to meet code, parapet height adjustments or tuckpointing/flashing, any associated mechanical and electrical work, compliance with code, overflows, splash blocks, flashing, downspouts, testing, required decking replacement, gutters, etc.
The consultant will also need to determine if fall protection per OSHA regulations is required and verify if storm drains need to be separated from sanitary. The project requires disciplines in Architectural, Mechanical, Electrical, and Structural/Civil Engineering as well as a Roofing Consultant.

Period of Performance
The term of this contract is anticipated to run from June 1, 2024 to May 31, 2026 with the option to extend an additional 3 years in increments determined by the State.

Place of Performance
The project will be performed at the Minnesota Correctional Facility - St. Cloud located at 2305 Minnesota Blvd SE St. Cloud, MN 56304.
