MN DNR "I Can Mountain Bike Programs

Background
The 'I Can Mountain Bike!' program, initiated in 2014 at Cuyuna Country State Recreation Area (SRA), aims to engage new users in mountain biking by emphasizing skills development. The program helps participants become proficient in various riding techniques, enabling them to confidently navigate single-track trails independently.

The Minnesota Department of Natural Resources (MNDNR) seeks proposals for professional mountain biking instruction as part of this initiative, aiming to increase outdoor recreation participation across Minnesota State Parks and Trails.

Work Details
The contractor will provide mountain biking programs at Cuyuna Country SRA, focusing on teaching participants aged 10 and older the basics of mountain biking. Responsibilities include:
- Developing program content in collaboration with MNDNR staff, ensuring it meets industry standards.
- Conducting a minimum of three days of programming per year, with each day featuring three sessions (9:00-11:30 AM, Noon-2:30 PM, 3:00-5:30 PM).
- Staffing each program with at least four instructors (one lead and three assistants).
- Providing all necessary equipment for up to 15 participants per program, including mountain bikes and helmets.
- Delivering a safety overview, basic riding skills training, bike maintenance instruction, and interpretive moments about the area's natural and cultural history during the programs.
- Ensuring all instructors are trained and adhere to a written safety policy agreed upon by MNDNR PAT.

Period of Performance
The contract will be effective from the date it is fully executed until all obligations are fulfilled. Programming is scheduled for the summer seasons of 2025 through 2027.

Place of Performance
Cuyuna Country State Recreation Area (Crosby, MN), with potential additional programming outside the summer season.
