Minnesota Management and Budget ( the State or MMB ) is soliciting proposals from qualified provider(s) (hereafter referred to as Responders ) to provide services for the State's Employee Assistance Program (EAP). This Employee Assistance Program was established by executive order in 1976 and by legislation in 1980 (M.S. 43A.319). Since its inception, the program's mission has been to provide confidential, accessible services that support employees, their dependents, managers and work units in restoring and strengthening the health and productivity of the state's workforce. The State will use an Intent to Negotiate procurement process, enabling a competitive negotiation to better identify and refine potential solutions. Responder(s) and the State will negotiate a complete Scope of Work based on Responder submissions. The State anticipates any resulting contract will be for an initial term of two (2) years beginning January 1, 2026, with the option to extend up to an additional three (3) years in increments determined by the State. Cost proposal instructions: responders must enter a price of $.01 in the Price per Unit field for Line 1 in order to submit a response to the RFP. Responders must also upload their Cost Proposal as instructed in Section 4 of the RFP. THIS IS A FORMAL EVENT/SOLICITATION. Responders must submit their bids on the Supplier Portal. No Non-electronic or email responses will be accepted. The response must be submitted no later than the date and time called for in the Finish Time in the Event Details. Your bid is not submitted until you select the Submit Bid' button. You will receive a confirmation message when your bid has been submitted. Print and save your confirmation. SWIFT CONTRACTOR ASSISTANCE HELPDESK. Contractors needing help with registration and/or completing their response to this Event in the Supplier Portal may contact the Contractor Assistance Helpdesk: 651.201.8100, Option 1 If your response does not comply with the solicitation requirements, it will be rejected. The State of Minnesota reserves the right to award items separately, by grouping items, or by total, whichever is deemed most advantageous to the State. This request for proposals does not obligate the State to award a contract or complete the project. The State reserves the right to cancel this solicitation if deemed in its best interest. Make sure that the registration occurs prior to the notice of intent to award.

Work Details
The selected vendor will provide comprehensive EAP services including core functions such as coaching, assessments, reporting, marketing and communications, telephonic and web-based counseling, a dedicated phone line, a dedicated website, staff training, and optional services related to well-being programs like weight management and nutrition.

The vendor must ensure 24/7/365 coverage for urgent and non-urgent matters. Additional responsibilities include worksite management consultation, crisis response services, behavioral health case management integration, specialized support for first responders, and comprehensive data management and reporting on client satisfaction and utilization metrics.

Period of Performance
The anticipated contract term is from January 1, 2026 to December 31, 2027, with an option to extend for up to three additional years.

Place of Performance
Services will be performed within the State of Minnesota.

Bidder Requirements
Responders must demonstrate financial stability and relevant experience with similar projects. They must comply with HIPAA regulations and ensure that staff providing direct services hold appropriate counseling credentials. Certification as a Certified Employee Assistance Professional (CEAP) is preferred.
