The Minnesota Department of Human Services, through its Human Services, through its Direct Care and Treatment Division, Minnesota Sex Offender Program (MSOP) (STATE), is seeking proposals from qualified Responders to provide one or both of the services described herein to individuals who are committed to the Commissioner of Human Services under the Minnesota Statutes 253B and are court-ordered into a setting other than State-run treatment facilities (which are located in St. Peter and Moose Lake).
Background
The Minnesota Department of Human Services, through its Direct Care and Treatment Division, Minnesota Sex Offender Program (MSOP) (STATE), is seeking proposals from qualified Responders to provide one or both of the services described herein to individuals who are committed to the Commissioner of Human Services under the Minnesota Statutes § 253B and are court-ordered into a setting other than State-run treatment facilities (which are located in St. Peter and Moose Lake). The State seeks proposals from qualified public and private Responders to provide one or both of the following services: Category 1. Housing/residential community placements; Category 2. Sex offender-specific treatment.

Work Details
The contract requires the provision of housing/residential community placements and sex offender-specific treatment services to individuals committed to the Commissioner of Human Services under the Minnesota Statutes § 253B and court-ordered into a setting other than State-run treatment facilities.
The housing needs include a range of residential facility types such as assisted living, adult foster care, licensed group homes, halfway house beds, and sober/supportive housing. Additionally, non-licensed, non-structured housing options are also needed.
The sex offender-specific treatment services should include individualized treatment plans developed in consultation with MSOP, assessments, quarterly client progress reports, and may involve primary sex offender treatment, maintenance or aftercare services delivered in a manner consistent with best practices.

Period of Performance
The term of any resulting contract is anticipated to be for two (2) years, from January 1, 2024 until December 31, 2025, with the option to extend for up to five (5) years total.

Place of Performance
All services under this contract shall be performed within the borders of the United States.
