Background
The Minnesota Department of Children, Youth & Families (DCYF) is seeking a contractor to support the state in hosting engagement sessions aimed at redesigning service delivery for teen parents participating in the Minnesota Family Investment Program (MFIP).

The MFIP is Minnesota's Temporary Assistance for Needy Families (TANF) program, which assists families with children to meet their basic needs while promoting stability through education and employment.

The goal of this contract is to gather insights from lived experiences to enhance the effectiveness of services provided to teen parents.

Work Details
The selected contractor will provide professional consulting services that include:
1. Planning and implementing two engagement sessions and two loop back sessions with teen parents.
2. Co-designing a methodology template for these sessions that is culturally relevant and trauma-responsive.
3. Conducting outreach and community engagement efforts involving county, tribal, and contracted employment services providers.
4. Developing an environmental scan to understand service delivery models for MFIP teens.
5. Administering participant incentives, summarizing results, and collaborating with the state on next steps and potential policy changes.
6. Organizing logistics for outreach, including designing consent forms, managing registrations, coordinating participant incentives, and handling venue arrangements for in-person sessions.
7. Creating a summary learning report based on findings from the engagement sessions and sharing it during loop back sessions.

Period of Performance
The anticipated start date of the contract is January 1, 2025, with an expected end date of December 31, 2025. There is potential for two one-year extensions based on performance.

Place of Performance
The services under this contract will be performed within the borders of the United States.
