RFP for Web-based Learning Management System for MVH

Background
The Michigan Department of Technology, Management and Budget is issuing this Request for Proposal (RFP) for a web-based Learning Management System (LMS) intended for all Michigan Veteran Homes facility staff.
The goal of the contract is to provide a system that allows staff to complete annual and continuing education courses necessary for nursing licensing and adherence to home policies.
The LMS should facilitate tracking of course completions, scores, and maintain nursing license information.

Work Details
The contractor will provide a web-based Learning Management System that includes the following features:
1. Unique user ID assignment for each applicant.
2. Tracking of completed courses and scores.
3. Storage of nursing license numbers.
4. Ability to create and assign educational content, including videos and documents.
5. Voluntary self-assignment of courses by users.
6. Capability to add active certifications and licenses (LPN, RN, NHA).
7. Creation of training plans with scheduling options (annually, semi-annually, onboarding).
8. A variety of classes meeting current nursing industry continuing education requirements.

Period of Performance
The anticipated contract start date is March 1, 2025.
The duration of the contract will likely align with the needs of the Michigan Veteran Homes facilities.
