Environmental Consultant Services

Background
The City of Detroit Office of Contracting and Procurement (OCP) is seeking proposals for Environmental Consultant Services on behalf of the Building Safety, Engineering and Environmental Department (BSEED). This initiative is part of a Community Wide Assessment (CWA) grant awarded by the United States Environmental Protection Agency (USEPA) to address environmental concerns in specific neighborhoods of Detroit. The goal is to conduct environmental assessments and develop revitalization strategies for areas impacted by hazardous materials.

Work Details
The contractor will perform the following services:

1. Quality Assurance Project Plan (QAPP) submission to USEPA.
2. Community Outreach including public meetings and development of outreach materials.
3. Conduct Phase I and Phase II Environmental Site Assessments (ESAs), hazardous materials surveys, and cleanup planning documents.

Specific tasks include:
- Up to 19 Phase I ESAs
- Up to 10 Phase II ESAs if Recognized Environmental Concerns (RECs) are identified
- Up to 10 Hazardous Material Surveys
- Up to 8 Response Activity Plans (ResAPs)
- Up to 4 Analysis of Brownfield Cleanup Alternatives (ABCA)
- Update and expansion of the City’s Brownfield Inventory.

The contractor will also assist in developing a GIS-based brownfield inventory database, prepare quarterly progress reports, and ensure compliance with EPA requirements.

Period of Performance
The contract will be for a term of four years, with potential amendments or extensions based on future EPA grants awarded within this period.

Place of Performance
The services will primarily be performed in two target areas in Detroit:

- Target Area 1 includes Census Tract 5091 covering North Campau and Campau/Banglatown neighborhoods.
- Target Area 2 includes Census Tracts 5214 and 5215 in Corktown and North Corktown neighborhoods.
