SMCM Foundation RFP for Investment Services

Background
St. Mary’s College of Maryland Foundation, Inc. (the Foundation) is seeking a qualified firm to provide investment advisory services for its designated investments. The Foundation, established in 1971, aims to support St. Mary's College of Maryland by managing gifts and resources to enhance educational opportunities and institutional excellence.

The Foundation's portfolio currently balances approximately $41 million and is overseen by the Joint Investment Advisory Committee (JIAC), which includes members from both the Foundation Board and the College Board of Trustees.

Work Details
The selected investment advisory firm will be responsible for:
- Conducting annual spending rate analysis and benchmarking against peers.
- Providing strategic advice on asset allocation per the Foundation's investment policy.
- Performing periodic investment reviews and ensuring ongoing compliance with policies.
- Conducting manager searches and selections as needed.
- Analyzing performance and evaluating investments at least quarterly, including relevant benchmarking and risk assessments.
- Participating in JIAC meetings four times a year.
- Offering ongoing education on market trends and investment topics.
- Responding to inquiries from external auditors regarding the annual audit report.
- Adhering to the Uniform Prudent Management of Institutional Funds Act.

Period of Performance
The contract will commence upon award for a base period of four years, with three one-year option periods available at the sole discretion of the Foundation.

Place of Performance
Services will be performed primarily at St. Mary's College of Maryland, located in St. Mary's City, MD.
