The Public Service Commission of Maryland (Commission, PSC) is issuing this Request for Proposals (RFP) to hire a qualified consultant to develop a Renewable Energy Certification (REC) Web Portal. The new system will provide an online experience that facilitates the registration process for qualified renewable energy facilities. The database is expected to be cloud-based. A user interface currently exists for applicants to file their applications electronically. The applications are then reviewed by Commission staff for completeness and a weekly report is generated and sent to PJM Environmental Information Services (PJM-EIS), also known as GATS (Generator Attribute Tracking System). Data flow and decision trees can be found in the appendix to this document. The Commission received an average of approximately 830 PV Solar (SREC) applications per month in 2023. The majority of these are residential rooftop systems.
Background
The Public Service Commission of Maryland (PSC) is issuing this Request for Proposals (RFP) to hire a qualified consultant for the development of a Renewable Energy Certification (REC) Web Portal as part of the implementation of the Small Solar Energy Generating System Incentive Program. This program complies with Maryland's 2024 Senate Bill 783, known as the Brighter Tomorrow Act. The PSC's mission is to capture economic, environmental, fuel diversity, and security benefits of renewable energy while establishing a market for renewable energy in Maryland. The goal of this contract is to facilitate the registration process for qualified renewable energy facilities through a cloud-based online portal.

Work Details
The contractor will develop a cloud-based REC Web Portal that includes:

1. A user-friendly interface for applicants to file applications electronically.
2. A system to review applications for completeness and generate weekly reports sent to PJM Environmental Information Services (PJM-EIS).
3. The initial focus will be on PV Solar applications, with an average of approximately 830 applications received monthly in 2023, primarily from residential rooftop systems.
4. The portal must allow for data importation from existing databases and include features such as searchable database fields, application ID tracking, document uploads in various formats, e-signature capabilities, and automated notifications throughout the application process.
5. It should also incorporate interactive data fields required for utility-scale systems and manage application fees as established by SB783 ($50 for applications under 20 kW and $200 for those over).
6. The contractor will be responsible for ensuring cybersecurity measures are integrated into the portal and maintaining its functionality post-launch.

Period of Performance
The contract is expected to commence on December 1, 2024, with a duration of two years, concluding on November 30, 2026.

Place of Performance
The work will primarily take place at the PSC offices located at 6 St. Paul Street, Baltimore, Maryland.
