RFI For Vendor Management System

Background
The Department of General Services (DGS) of the State of Maryland is issuing this Request for Information (RFI) to gather information that will assist in securing a contract for a Managed Service Provider (MSP).
The MSP will utilize a cloud-based Vendor Management System (VMS) to manage contingent staffing resources. The goal is to enhance socioeconomic inclusion and prepare for a future Request for Proposal (RFP) solicitation. This RFI serves as market research and does not constitute a commitment to procure or award a contract.

Work Details
The MSP shall provide and manage a cloud-based Vendor Management System (VMS) that includes the following responsibilities:
- Ongoing administration of the VMS program, including contract labor and direct hire sourcing processes.
- Management of vendor network services.
- The VMS must include features such as requisition management, approval workflows, time and expense management, contract management, project-specific services management, enhanced reporting and analytics, records and credentialing management, sourcing management, service quality management, real-time dashboards, mobile capabilities for project management, and funding source management.
- The contractor must provide all required system reporting on a monthly/quarterly/annual basis in Microsoft Word or Excel format.
- Manage subcontracting partner onboarding processes including vetting subcontractors against requirements.
- Ensure compliance with service level agreements (SLAs) and monitor subcontractor performance.
- Provide training for all agencies involved in the system's implementation covering various user roles.

Period of Performance
The anticipated term of the contract is expected to commence in the third quarter of 2025 and will be for multiple years with potential renewal options.

Place of Performance
The services will be performed within the State of Maryland.
