Request for Qualifications - Construction Management Services - Baltimore Polytechnic Institute/Western High School Campus

Background
The Maryland Stadium Authority (MSA) is inviting interested Offerors to submit a Statement of Qualifications (SOQ) for Construction Management Services (CM) for the Baltimore Polytechnic Institute/Western High School Campus. This RFQ is the first step in procuring these services for MSA and Baltimore City Public Schools.

The project is part of the Built to Learn Act of 2020, which authorizes MSA to renovate or replace City Schools buildings. A feasibility study has been conducted to assess the current conditions of the campus and recommend a design strategy for replacement.

Work Details
The selected Construction Management firm will be responsible for:
1. Academic Upgrade: Ensuring educational adequacy of all program components and spaces to meet site-specific educational specifications for 21st-century learning.
2. Building Upgrade: Renovating the existing building, including both interior and exterior elements and systems.
3. Limited Site Upgrade: Improving vehicular and pedestrian access, as well as accommodating ADA, safety, and security upgrades.

The total square footage of the building is 681,095 square feet with a student capacity of 3,430 students. The modernization may include a complete renovation and possibly a small addition for ADA compliance.

Period of Performance
The contract will be performed following the pre-construction period, with specific timelines to be established upon selection of the CM firm.

Place of Performance
The contract will be performed at the Baltimore Polytechnic Institute/Western High School Campus located in Baltimore, Maryland.
