Red Hat Subscription Renewal

Background
The Maryland Health Benefit Exchange (MHBE) is an independent unit of State government established to provide Maryland’s residents and small businesses with the opportunity to compare rates, benefits, and quality among health insurance plans. The goal of this contract is to subscribe to Red Hat solutions necessary for the operations of the MHBE. This ensures that they can effectively facilitate enrollment in health insurance plans and evaluate eligibility for expanded Medicaid coverage.

Work Details
The contractor shall provide the following Red Hat subscriptions for a period of twelve months (12):
- SKU MW00278: Red Hat Runtimes (16 cores or 32 vCPUs), Standard
- SKU MW2122821: Red Hat JBoss Enterprise 7 Application Platform ELS Program, 16 core Standard.
Both subscriptions are effective from July 29, 2025, to July 28, 2026. Additionally, the contractor must provide standard support which includes:
- Coverage during standard business hours
- Unlimited cases
- Response times:
- Severity 1: 1 business hour
- Severity 2: 4 business hours
- Severity 3: 1 business day
- Severity 4: 2 business days.

Period of Performance
The contract will commence upon full execution by both parties and will last for a period of twelve months, ending around July 31, 2026.

Place of Performance
The services will be performed at the Maryland Health Benefit Exchange located at 750 E. Pratt Street, 6th Floor, Baltimore, MD.

Bidder Requirements
Bidders must be authorized resellers of Red Hat and must submit a letter of authorization from the manufacturer as proof of their rights to resell all products and services required by this IFB. There are no specific MBE subcontracting goals stated.
