Background
The Maryland Department of General Services is issuing this solicitation for the installation of a propane emergency generator at the Maryland State Police Headquarters, Building A, located in Pikesville, Maryland. The project aims to enhance the facility's emergency preparedness by providing a reliable power source during outages. This contract is classified as a Small Business Reserve (SBR) procurement, limiting eligibility to certified small business vendors under the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) program.

Work Details
The contractor will provide all materials, labor, equipment, services, supplies, and inspections necessary for the installation of an emergency generator and associated components. Specific tasks include:

1. Installation of a Generac Model SG070NA(4.5L) 70kW generator wired for 120/208 VAC three-phase, 60 Hz with a level II Acoustic enclosure.

2. Installation of two Generac TX611 Series Transfer Switches.

3. Conducting a 4-hour Load Bank Test per NFPA 110 on the new generator.

4. Installing new piping for the propane fuel source with shut-off valves at connection points.

5. Ensuring compliance with all applicable codes and regulations including NEC and local codes.

6. Providing up to two hours of training on operation and maintenance of the new equipment.

7. All work must be completed within 180 calendar days from the notice to proceed date.

Period of Performance
The contract work must be completed within 180 calendar days from the date designated by the notice to proceed.

Place of Performance
The work will be performed at Maryland State Police Headquarters, Building A, located at 1201 Reisterstown Road, Pikesville, Maryland 21208.

Bidder Requirements
Bidders must be certified small business vendors under the GOSBA Small Business Reserve Program. They are required to submit a bid bond if their bid exceeds $100,000 and must comply with MBE participation goals set at 5% of the total contract value. Additionally, bidders must provide proof of insurance and performance bonds as outlined in the General Conditions for Construction Contracts.
