The Maryland State Highway Administration (SHA) is issuing this Request for Information (RFI) to solicit responses from companies with available technology solutions for conducting automated speed enforcement (ASE) in work zones using average, or point-to-point , speed systems. This RFI is not a formal solicitation. This RFI is intended solely to obtain information to assess the technical feasibility for potential future projects. Any potential procurement or implementation of recommended solutions will take place in a future Request for Proposal (RFP). Some respondents may be requested to provide a presentation and/or demonstration of their point-to-point ASE system.
Background
The Maryland State Highway Administration (SHA) is seeking technology solutions for conducting automated speed enforcement (ASE) in work zones using average, or “point-to-point”, speed systems. The RFI is intended to assess the technical feasibility for potential future projects, and any procurement or implementation of recommended solutions will take place in a future Request for Proposal (RFP). The SHA administers and manages the SafeZones Automated Speed Enforcement program, which currently employs lidar technology to capture speed measurements of passing vehicles at fixed locations within eligible work zones statewide.

Work Details
The RFI requests information on the equipment and technology used for point-to-point ASE systems, including details on equipment mounting options, vehicle matching technology, enforcement capabilities, average speed calculations, deployment challenges, evidence provided on citations, judicial concerns or issues with this type of speed measurement, and specific experience in deploying point-to-point ASE systems and programs.
Additionally, respondents are asked to indicate elements of legislation that would need modification for their system to be used in Maryland and whether they would be willing to provide a demonstration of their system in a work zone in Maryland.
