The Maryland Department of Health (MDH or the Department), Office of Children and Youth with Specific Health Care Needs (OCYSHCN) is issuing this Request for Applications (RFA) to provide testing for sickle cell trait and hemoglobinopathy (including thalassemia) trait testing and follow up genetic counseling for positive cases.
Background
The Maryland Department of Health (MDH), through its Office of Children and Youth with Specific Health Care Needs (OCYSHCN), is issuing this Request for Applications (RFA) to provide testing for sickle cell trait and hemoglobinopathy, including thalassemia trait testing.

The goal of this contract is to empower individuals by providing access to genetic testing and counseling, particularly for those unable to obtain such services through other means. This initiative aims to address documented healthcare disparities faced by individuals with sickle cell conditions.

Work Details
The selected contractor will be responsible for:
1. Laboratory testing as clinically indicated, including full CBC and hemoglobin electrophoresis to detect sickle cell trait or hemoglobinopathy trait, focusing on thalassemia.
2. Notification of results to both the client and their primary care provider if applicable.
3. Providing genetic counseling and education for each client to ensure informed decisions regarding health and reproductive implications of positive results.
4. Documentation of medical records consistent with accepted medical standards of care.
5. Development of educational materials on sickle cell trait and hemoglobinopathy, including inheritance patterns and potential health implications.
6. Client evaluation of the program and their response to receiving results, including any changes in their understanding or actions based on the information received.
7. Tracking cases to determine outcomes and sharing protocols with MDH.

Period of Performance
The anticipated duration of services is from July 1, 2025, to June 30, 2026, with two optional years extending from July 1, 2026, to June 30, 2027, and from July 1, 2027, to June 30, 2028.

Place of Performance
Services will be performed in Maryland.
