On-Call Electrician Services for State Highway Administration in Queen Anne's County

Background
The Maryland Department of Transportation, State Highway Administration (MDOT SHA) is issuing this Invitation for Bids (IFB) for on-call electrician services at three facilities in Queen Anne's County: Centreville Maintenance Shop, Stevensville Satellite Facility, and Kent Narrows Drawbridge Tender House. The goal is to repair and upgrade the electrical systems at these locations, which includes renovation, maintenance, and expansion projects. This procurement is designated as a Small Business Reserve to support local small businesses.

Work Details
The contractor will provide on-call electrician services including installation, repair, or modification of electrical systems. Specific tasks include:
- Emergency service
- Load studies
- Service and distribution
- Replacement and disposal of ballasts, lamps, receptacles
- Locating faulty wiring and repairing or rewiring
- Providing and installing conduit, wiring, junction boxes, motors, fixtures, and electrical equipment for existing and new installations.

A work crew will consist of one licensed journeyman electrician and one licensed apprentice electrician with a maximum crew size of two. The contractor must maintain a stocked service truck with necessary materials and tools. Payment will be made after services are rendered; SHA can procure materials directly if needed. Invoices must be itemized according to the vendor's price form.

Period of Performance
The contract will be in effect for up to two years (24 months) from the date of award.

Work will be performed at the following locations:
- Centreville Maintenance Facility: 111 Safety Drive, Centreville, MD 21617
- Stevensville Satellite Shop: 334 State Street, Stevensville, MD 21666
- Kent Narrows Drawbridge Tender House.

Bidder Requirements
Bidders must be certified small businesses under the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) Small Business Reserve Program. Contractors must have a licensed master electrician in Maryland and have been in business for at least five years. No unlicensed helpers are allowed; all workers must be licensed or in an apprenticeship program. Additionally, contractors must provide three commercial references.
