MD529 Plan Analysis (resolicit)

Background
The Maryland State Treasurer’s Office (STO) is seeking a firm to provide analysis for the Maryland Senator Edward J. Kasemeyer Prepaid College Trust (MPCT) and the Maryland ABLE program. The STO oversees these tax-advantaged college savings programs and seeks to identify and advise on best practices and trends in the prepaid college plan and ABLE landscape to assist in setting the direction for MPCT and the ABLE.

Work Details
The contractor is required to meet with STO leadership to discuss expectations and develop a work plan, identify and review relevant materials, including reports and contracts, legislative documents, and related background information, summarize similar documents available for other prepaid college and ABLE plans, identify best practices, policies, and procedures that differ from those of MPCT and ABLE, develop recommendations related to potential changes to program administration, plan procedures, customer engagement, account maintenance, and program manager relationships.
The contractor is also required to provide a project schedule, suggest other subtasks or deliverables to improve the quality of assigned tasks, adhere to deliverables summary table including kickoff meeting for plans analysis, initial analysis report, closing presentation.

Period of Performance
The contract duration is 6 months.

Place of Performance
The primary place of performance will be as proposed by the Contractor.
