MD529/ABLE Plans Analysis

Background
The Maryland State Treasurer’s Office (STO) is issuing an Invitation for Bids (IFB) for the Maryland 529/ABLE Plans Analysis. The STO oversees two tax-advantaged college savings programs, the Maryland Senator Edward J. Kasemeyer Prepaid College Trust (MPCT) and the Maryland Senator Edward J. Kasemeyer College Savings Program, and a tax-advantaged disabilities savings program, the Maryland ABLE program. The office seeks analysis and recommendations for best practices and trends in the prepaid college plan and ABLE landscape to assist in setting the direction for MPCT and ABLE.

Work Details
The Contractor is required to provide analysis for the MPCT and Maryland ABLE plans, including identifying best practices, policies, and procedures that differ from those of MPCT and ABLE. The Contractor should develop recommendations related to potential changes to program administration, plan procedures, customer engagement, account maintenance, and program manager relationships.
Specific responsibilities include:
- Meeting with STO leadership to discuss expectations and develop a work plan
- Identifying and reviewing relevant materials
- Summarizing similar documents available for other prepaid college and ABLE plans
- Developing recommendations related to potential changes to program administration, plan procedures, customer engagement, account maintenance, and program manager relationships.
The Contractor is also required to provide a project schedule approved by the Contract Monitor within one week following official award.

Period of Performance
The contract duration is 6 months.

Place of Performance
The primary place of performance is as proposed by the Contractor.
