Managed Security Services (Security Operations Center)

Background
The Maryland State Board of Elections (SBE) is seeking a contractor to provide Managed Security Services/Managed Defense Services for its data center and endpoints. This service aims to deliver 24/7 threat monitoring, detection, alerting, and lightweight response services for SBE IT assets. The procurement is classified as an emergency request due to the previous contractor's default.

Work Details
The contractor will provide Managed Security Services (MSS) that include:

- 24/7 threat monitoring, detection, alerting, and lightweight response services for potential threats to SBE information assets.
- Monitoring of SBE assets at the network, host, and OS layers, including Active Directory and targeted applications.
- Capabilities for remote managed response services such as automated threat containment.

The bidder must have at least 8 years of dedicated MSS/MDR experience and maintain SBE data within the United States. Data centers handling SBE data must be SOCII certified. Additional capabilities may include security device management and incident response.

Period of Performance
The contract term will be for 1 year, from December 1, 2024, to November 30, 2025. MSS services for the SBE datacenter are to be operational no later than December 29, 2024. Services for other SBE networks and endpoints will transition no later than October 20, 2023.

Place of Performance
The contract will be performed within the United States.
