The Maryland Department of Health (MDH) is seeking a staffing firm to provide one (1) professional, reliable contractual employee ( Maintenance Temp ) who is skilled in the building trades and possesses expertise as a drywall installer, finisher, and painter to assist with long-term building renovations and/or remodeling projects and general maintenance of the Potomac Center and Secure Evaluation & Therapeutic Treatment (SETT) facilities in Hagerstown, Maryland. Potential duties shall include general maintenance tasks such as simple construction, routine preventative maintenance, heavy janitorial and general services work. Hourly requirements are full-time, forty (40) hours per week, Monday through Friday 7:00am to 3:30pm, excluding State Holidays. The Potomac Center and SETT are residential care facilities for intellectually disabled adults who may have coexisting mental disorders and/or may experience behavioral challenges. Both programs share a twenty-three (23) acre campus in Washington County that includes ten (10) single-story buildings. The Maintenance Temp will work both independently and under the supervision of State maintenance employees.

The goal is to assist with long-term renovations and general maintenance at the Potomac Center and Secure Evaluation & Therapeutic Treatment (SETT) facilities located in Hagerstown, Maryland. These facilities serve adults with intellectual disabilities who may also have mental disorders or behavioral challenges. The Potomac Center and SETT share a 23-acre campus featuring ten single-story buildings. The contract aims to promote personal growth and productivity among residents through therapeutic interventions.

Work Details
The contractor will provide one Maintenance Temp for full-time work (40 hours per week, Monday through Friday from 7:00 AM to 3:30 PM). Duties include:
- General maintenance tasks such as simple construction, routine preventative maintenance, heavy janitorial work, and general services.
- Specialized construction tasks including drywall installation, finishing, and painting. Specific tasks include measuring, cutting, fitting drywall sheets; securing drywall sheets; joining panels using tape and compound; filling joints and cracks; preparing surfaces for painting; mixing paint; and ensuring a safe work environment according to OSHA standards.
- Assisting State Maintenance Staff with various maintenance tasks including light carpentry, plumbing, HVAC work, and routine inspections of buildings for safety compliance.

Period of Performance
The anticipated contract term will begin on March 20, 2025, and conclude on October 31, 2025 (32 weeks).

Place of Performance
The contract will be performed at the Potomac Center and Secure Evaluation & Therapeutic Treatment (SETT) facilities located in Hagerstown, Maryland.

Bidder Requirements
Bidders must meet several requirements:
1. Must be registered with the Maryland Department of Assessments and Taxation in good standing.
2. Must possess Commercial General Liability Insurance with limits of $1 million per occurrence and $2 million aggregate.
3. Must conduct criminal background checks on each Maintenance Temp assigned to the contract.
4. Maintenance Temps must be at least 21 years old with a valid Driver’s License and have at least two years of experience as skilled drywall installers or painters.
